I've never heard of it and know nothing about it, but don't most of our DAWs already have these editing capabilities built in?

I think dedicated audio editing software like WaveLab, Audition, Sound Forge let you go more surgical with audio. They also have built-in tools for repairing, denoising, and likes.

I found TS2 to be bit limited when compared to other audio editors, it doesn’t have built-in tools for repairing audio like an interpolate / repair, or de-noising, but it does have some interesting functions, like the Spectral Clipping effect, and has multichannel audio support, and they seem to be adding new features, it’s worth a look and trying at $24.

It depends what your needs are for an audio editor, something like Acon Digital Acoustica Premium 7.2 costs more, but you get way more features and functions included with it, plus a whole bunch of Acon Digital’s plugin included, so could be more useful in the long run, over TS2.
