Can key signature events be placed on different tracks

When I look at MIDI files I find that a key signature event is associated with track 0.  Can key signature events be placed on tracks other than 0?

With 2 midi tracks, I tried changing Key/Meter on different tracks, but it changed on both.  I wonder if there's a trick to fool Cakewalk and make it happen.  AHA!! Using the inspector strip we can set a key signature offset for each MIDI track.
