To insert a measure in the middle of a track, place the cursor where you want the new, empty measure.
Go the Project at the top.
Select Insert Time/Measures.
Choose the number of measures (or time) you want to insert.
Click OK.

This will insert a measure in ALL the tracks of your project.

To insert a measure(s) in a single track, place the cursor where you want the measure inserted.
Select the track. Right-click, select Split.
Drag the right-side clip to the right for 1 (or more) measures. Having Snap set to Whole or Measure will allow you to move the clip the exact amount.
