fx chains not working properly

I have sends enabled to go to a bus and use FX chains I've created on the bus, it seems like I can only get one of several FX in the chain to work. It's probably user error but I check everything I can think of - global FX, bin FX and the sends and return all enabled. Is there something else I'm missing?

a variety of 3rd party reverbs & delays. Cakewalk perfect space works well. With another (voxengo) I can barely hear a delay but levels seem to be set OK.

Most ambient effects have a wet and dry setting.

I sometimes have 6-8 fx in a chain, but no more than 2 enabled at one time. That shouldn't make a difference?

Hearing an FX at an unexpectedly low volume is not the same as "not working".  Delays are usually used as Insert FX directly in the track. When sending to an FX, the level of the FX output signal will at best be equal to the level of the source track when the FX is set 100% wet. That would usually be enough for a delay but it's still better to use it as an insert FX and adjust the level of the delayed signal using the Wet/Dry mix.

As far as FX Chains go,  the chain container itself has input and output level controls. They should default to 0dB but that would be something to check.
