I wanted to get the  ACME Audio Opticom XLA-3 for $29.99
using my December 25 dollar voucher, but the voucher is only good for a minimum 32 dollars.
The cheapest thing I can find to add is the BX_Tuner for $19.00,  but that brings my out of pocket to $23.99.
That's too much. There has to be a better way. I don't mind spending 10 dollars or so.

Yeah....PA squashed the $4.99 plugins.  You used to be able to get them for that price, so in order to STOP that,
they instituted the Minimum Spend clause

You can still get Phil's Cascade for $14.99 with the vouchers...
