'Allow Changes' message

Each time I open Cakewalk I get the message box asking if I want to allow Cakewalk to make changes to this device.  I am used to getting that message when installing an upgrade. However, since I upgraded to 2021.11 I get that message each time I open the program.  Is this to be expected or am I missing a setting that will end that behavior?

Sounds like you've set Cakewalk to run as administrator. 

You shouldn't need to do this, except in some rare circumstances (such as the first run of Dimension pro), but even then it's only ever needed once - not every time.
