F.R . orderplugintab command to Cakewalk.ini.

As a follow up to my feedback for this version i can understand if the default display of audiofx tab under plugins in the browser is liked of users that mix often.

So...why not introduce a command for Cakewalk.ini called "orderplugintab"?

Orderplugintab = 1   //gives audiofx as the default tab to display.

Orderplugintab = 2   //gives midifx as the default tab to display.

Orderplugintab = 3   //gives instruments as the default tab to display.
