Help with an effect I'm tryna do

So recently I've started getting into making beats and I was wondering how you can make this effect that happens to the instrumental at 0:40 in this song: https://www.youtube.com/watch?v=sq2JJf7jB00 its like a fade out effect and I was just wondering how u could do it. If you could help, it'd really mean a lot to me!

you copy the part you want in a single channel and then you use a descending pitch plugin and that's it, you have the effect you want

Way late to the party here, but that sounds like a tape stop to me. There are multiple free FX that can do that. I think Wavesfactory has one.
