they did so in the past with Grindhouse, Zodiac and the Vintage Series, each for sale under $40 or so.

Those are really the only libraries I care about...I don't use "raw samples" per se...

Was Vintage Vocals under $40? I would be definitely interested.

Sadly, not yet.
Vintage Strings and Vintage Rhythm Section were around $40 when I grabbed them. Waiting for Vintage Vocals myself too.
