Loaded an audio track, pan doesn't work?

Loaded an audiofile on a standard audio track and none of the panning works? it just stays centre all panning left and right do is alter the volume slightly.

Can someone shed some light on this please?

Obviously not standard Cakewalk behavior. What happens if you turn "read automation" off on the track?

Is it stereo or mono? Where does the output go - to a mono or stereo bus or directly to main out?

The audio file itself defaults to a stereo track (well at least it shows two identical waveforms in the clips pane) . Bog standard setup, audio is going to main out. No other busses or aux sends, no efx.

 I just tried this and my stereo tracks certainly can be panned. It's not a normal thing to do and a topic of much discussion here. Generally it's best to create 2 mono tracks and work with those.
