Sound level consistent on all tracks when exporting

OK So soon I will be ready to export about 12 tracks but I want to make sure that they all finish exporting at around the same sound (loudness) level.   Is there a sure fire way to do this?  I've mixed each track to where I believe everything is right based on my own ears.   I'm also wondering if there is a PC app out there that can actually measure the volume of a mp3 (high point and low point dB) so I will know?   Thanks all.

Besides using your ears you can also use the meters in Cakewalk to determine the tracks levels.  The meters can be changed to show RMS, Peak, or both.  If you want more metering options there are all sorts of meter plugins, free and paid, that can give you average loudness and K system levels as well.
