Feature Request: Use "tool window "caption style for plugin UI windows

A small suggestion:

The current plugin UI container windows waste a bit of screen estate having the normal size window caption, IMO. Maybe we'd be fine with a "tool window" sized caption, which is a bit smaller? Also, the toolbar buttons could wrap to multiple lines, if the window width becomes too small, which as a matter of fact has been requested before.
