Controller editing

I would like to record a midi track and be able to edit the controller data after the record.  I can see the controller (pitch wheel) in the controller window, but it doesn't seem to let me edit it.  I have tried the pencil tool to draw new curve.  But it doesn't seem to work.

I tried drawing wheel events here using single lane controller editing in the PRV and worked find here  - using the smart tool and the draw tool. 

Can you please list your exact steps.

Thank you so much for your response.  I went back into PRV and tried the draw tool and the smart tool and they again were not working.  I then turned off the Snap toggle button and it worked then.  I was able to draw accurate new Wheel modulation rate.
