Convert to new tempo with a twist

A buddy of mine recorded a track at 100bpm but is playing like it's 200bpm, basically he double-timed it.  I want to convert this to a 190 bpm track that I can insert and use as a scratch track.

Assuming this is Audio, Enable Audio snap on the clip (clip follows project option), Change the tempo from 100 to 95 (half of 190 since he double timed), set the offline render algo to Mix Radius, then bounce to clip.  Once bounced, you could change the project tempo to190 without stretching this time just to have the grid in the right layout.
