I had a similar problem,which I solved by following this advice on the Cakewalk Knowledge Base https://www.cakewalk.com/Support/Knowledge-Base/2007013392/SONAR-2015-Clean-Install-Instructions.
I know it refers to Sonar 2015, but it worked for me. My thanks to Bristol_Jonesey who pointed me in this direction.
