Figured it out... you have to have a project opened for the workspace manager options to be enabled. "Never mind...."

2024.12 version - The Workspace Manager options are all disabled! I cannot find any info on this searching the help documents, the knowledge base, or general Google search. I've tried using each of the available factory workspaces as well as "None" and there is no difference - the options to open the Workspace Manager are greyed out.
