Plugins don't show up

I recently replaced my boot drive and switched from windows 7 to windows 10.

I have my Waves plugins licenses on the OS.

I can't get them to show up in BandLab.  I get an error message saying that they're missing. They don't show up in the plugins manager.

That goes for all non-Cakewalk plugins.  Any ideas?

They don't show up in common files\ vst3. The VST2 and VST3 folders are empty.

Waves central shows them on my OS. They give me 2 choices, put them in the cloud (deactivate) or put them on the OS (activate).

 If it seems to be a Waves matter, I can try getting in touch with Waves, but it's an issue with my other plugins also.

I had saved an image from my old hard drive and restored it to C drive. It seems to be in the downloads system file. There's 18.4 gig of stuff in there which I guess Cakewalk can't see? It seems as if it's been quarantined. most of it doesn't belong in a VST2 or VST3 folder. A bunch of zipped files, Slate 2, Echoboy.

It's late, I'm calling it a night.
