Levels View and Audio Image

Somewhere along the way I remember a thread about correctly setting audio levels and -18db was a good setting for headroom.
- 18 db was good enough so vst effects would not be oversaturated.

In the image the meters show -18db but the Audio wave graphic shows - 39db when zoomed in. and it's gotta really be zoomed in before any sin waves are visible.
The levels show -18 db but the audio graphic looks flatlined.

There's just something not set right in your views. I have never looked at that side bar and I just did and mine totally matches the meters. 

And another thing is -18 is certainly a bit overly safe. I did some research on the topic a while ago and the general advice is between -18 and - 8 with a target of -12 being the most popular target. I like to use the You Lean loudness meter to see what a whole tracks true peak is as well as the LUFS. I made this video about working with this method.
