Time offset with 32 bits vst plugins

Hi!
Excuse my english, I'm using an online translator 🐸

I have been using Cakewalk since 3-4 years and I always had a delay of +/- 1 quarter second with 32 bit vst plugins.
I specify that I don't have this time offset when I export to wav or mp3 format.

I can rectify this time offset when I'm working on a project using the "Time +" field - see the pic.

This problem disappeared with the version 2021.01 Update 1 (build 27.01.0.098)
but it came back with 2021.04.

Actually I'm using Cakewalk 2021.04 Update 1 (build 27.04.0.175)
on a laptop Intel Celeron N3150 - 1.60 GHz - 4 GB RAM
Windows 10 family - 64 bits.
