Cakewalk layout not saving

I just installed CbBL on a new PC and I can't get my layouts to survive closing a project and reopening it.  I undock the Console, drag it to my second screen and maximize it.  I then tweak my track view until I get it to display exactly the way I want it to.  I save my project and close.  The next time I open it, everything has gone back to the way it was and I have to set it up all over again.  The same goes for new projects.  I set up the template exactly the way I want and save it as a template, but those changes don't stick, either (and consequently when I create a new project I have to configure everything from scratch and of course, it doesn't save).

I never had this issue on my laptop and that didn't have nearly the amount of memory or CPU processing power of my new PC.  Both are running Windows 10.  Is there some obscure setting in Preferences that I need to set or something?  I am on the current release of Cakewalk.
