In many sample libraries it requires a "negative delay" to the midi track (e.g. -100ms).
But it seems that the "time +" in Cakewalk's midi tracks is by "midi time" (ticks), not by ms.
I know it's okay to manually convert ms to ticks according to the tempo, but if I have tempo changes in the project, the absolute time offset would not be consistent.
So, is there a way to delay midi tracks by absolute time in Cakewalk?

Thanks for verifying. Please would you try adding the following option in Preferences -> File -> Initialization File:
EnablePluginMenuFix=1
Then restart Cakewalk and let me know if your plugin menus look any better.
To be clear, that option should be enabled by default, so I'm not expecting it to make any difference, but I want to make sure it's enabled to rule out anything unexpected.
Many thanks!
I've just tried, and there's no difference.

Thanks for the report. Please confirm which build version you are using by going to Help -> About Cakewalk. It should say something like "Version: 2021.04 (Build 155, 64 Bit)". If the build number is less than 155 then you aren't running the latest version. You can download the build 155 installer here:
It is build 155

How to Apply an Absolute Time Offset to MIDI Tracks (by ms) ?

Thanks for the reply!
Actually I firstly found this problem when I did tempo changes like this, which is common as a transition between two sections:
If there's a midi track with time offset by ticks, and you do this, the notes that begin at the 8->120 jump would come out much earlier than expected.
