Thanks. I was using the Steam version of SONAR and the path was pointing to the steamapps directory. Updating the registry by hand fixed the problem.

The scan button is greyed out, and Cakewalk is not properly scanning for plugins on startup. (Just coming from SONAR Professional, where I would use both scan on startup and Manual Scan without issues).
